S1 : Online Meeting Rules, 32nd EGP Council, 2 - 6 December 2020
ONLINE MEETING RULES, valid only for the Online 32nd EGP Council, 2 – 6
The 32nd EGP Online Council endorses the EGP Committee decision of 30 October to
hold the Council via online platforms and acknowledges the necessary changes as
listed in this document.
Overall, provisions and proceedings for Council as stated in the EGP Statutes
and EGP Rule Book remain valid for the Online Council. However, due to the
conversion, some adaptations have been necessary. This list is not exhaustive.
The EGP Statutes and Rule Book mention the following regarding a council “via
Statutes, Article 6. Structure and bodies of the European Green Party:
6.3.1.The Council is the highest decision-making body of the European Green
Party. It is convened by the Committee and must meet at least once a year in
person. Council meetings may be held in person or by telecommunication means
under conditions laid down in the Rule Book.
Rule Book, Article 8 Council meeting proceedings:
8.1 The Council meets at least once a year in person and normally meets twice a

to be developed by the Committee and appended to the Rule Book after approval by
The EGP Committee proposes to develop general telecommunication Meeting Rules
afterwards, based on the experiences of the 31st and the 32nd Councils and even
maybe the 33rd, depending on the coronavirus pandemic situation, with the
inclusive cooperation of the member parties.
The EGP Rule Book was developed in 2011 by working groups, built on the
experiences of nearly 20 years of past EFGP and EGP Council meetings.
WHAT CHANGED due to conversion to the Online Council:
No more “Warsaw council”
Any remaining mentioning of the originally planned “Warsaw council” or
“the autumn council” is to be regarded as referring to the 32nd EGP Warsaw-
Online Council 2-6 December and will be amended in the adopted versions.
Preparations for a hybrid council having the main activities organised and
streamed from Warsaw have been ongoing for nearly half a year, documents were
agreed upon in that sense. If “Warsaw” is still used in any of the
documents, it is understood to be read “32nd EGP Warsaw-Online Council 2-6

- The 32nd EGP Warsaw-Online Council programme is spread over 5 days,
between 2 and 6 December 2020.
The usual schedule of the in-person EGP Council programme starts on Friday
afternoon and ends on Sunday early afternoon; with parallel CAS sessions on
Friday and Saturday.
Concentration to follow an Online Council works differently than at a face to
face Council; and important, the private conditions in which to follow the
online council are very different for each of the participants. Revision of the
program for online Council through 5 days has thus been arranged to cater to
- With the aim of offering a political space to present and exchange the
first views over the resolutions tabled by the member parties, a
“Political Delegates meeting” has been scheduled on the Tuesday 10th
of November, 18-20h.
- Day 1: Compromise Amendments Session (CAS)1 & 2: Wednesday 2 December,
17h-19h30 CET (for delegates and member party representatives only)
- Day 2: CAS 3 & 4: Thursday 3 December, 17h-19h30 CET (for delegates and
member party representatives only)
- Day 3: CAS 5 & 6: Friday 4 December June, 17h-19h30 CEST (for delegates
and member party representatives only)
- DAY 4: CAS 7: Saturday 5 December, 9:00 - 10:00 CET
to go through final compromise texts before the voting session (for
delegates and member party representatives only)
As usual, delegates will be informed about the exact number of CAS sessions
which can be determined once we know the number of tabled amendments (deadline
26 November) and tabled emergency resolutions (deadline 2 December).

Thematic content plenaries and voting business plenaries are scheduled
separately to allow the managing of secure access to the platforms for its
relevant public: voting delegates, further member party observers and open to
the public (live streaming)
Used online platforms – your data
- Conferencing platform: SpotMe – Launch Interactions // data for the
event will be stored on servers in Germany

- Voting platform: Beernink solutions – AVA Voting // server located in
The electronic voting system used at the face to face Councils for the past 7,5
years was adapted for online use (more details below). A secure login and
password will be provided to only grant delegates access to the platform.
Online test meetings with the delegates, and other registered participants, will
be organised ahead of the Council to practice the use of the platform(s).
Several test meetings are planned in November, in the week 16 - 19 and 23 –
27, with different time slots. All delegates and registered participants are
expected to attend minimum one of them.
Election GEF GA
In addition to the usual proceedings, the parties have been asked to provide a
video presentation for their candidates. Other ways of promoting material and
moments will be ensured.
Elections of the open positions in GEF GA will be handled in extraordinary
conditions, without the usual possibilities for EGP delegates to interact in
person with candidates.
Access and Secure Voting
The same voting platform will be used as during the previous online Council in
June 2020. Bert Beernink, with whom EGP has been working for the electronic
voting at the EGP Councils since November 2012, has further developed a secure
platform with AVA voting, which provides:
- The server where the session takes place and where the vote takes place is
secured with SSL (https connection)
- When logging in (with email address and password) the password is sent
encrypted to the server via a salted PBKDF2 HMAC SHA-256 hash.
- Per account, you can only log in on 1 device at the same time
- When you log in, a unique token is generated which
associates your current session to the user you are logged with. The token is
used to verify that the user is allowed to vote, and if this is the case, to
store the vote.
Please note that the electronic voting is secret. The details of the votes cast
are not shared with EGP.
A few days ahead of the Council, and following the official vote distribution,
the EGP Office will transfer to Bert Beernink, the name, email address and
weight of the vote per voting delegate.
Mathematically, there is no change in the voting procedure except from the use
of your own devices (e.g. laptop) to cast the vote instead of a voting device
provided at the face to face Council meeting. The additional change the online
setting requires is the provision of the name and email of the voting delegates.
Delegates - speaking rights in CAS and Voting Session
Allocation of speaking time will be reserved for the official party
representatives in the CAS and voting sessions. Following the application of the
50+ rule, the gender balance within the delegation has to be observed. If not
respected, only one of the delegates will have speaking rights. Other green
party members can participate as audience but will not have speaking rights.
